REC ACADEMY RULES & REGULATIONS

2021 Rev 2

All soccer games will be covered by FIFA rules with any exceptions noted in this section. There can be exceptions (on occasion) to any rule for extenuating circumstances; the rules must always support an educational and fun experience for the players and what is in the best interest of the community and the league.

  1. Sportsmanlike conduct is expected from every player, coach, assistant coach, team manager, parent, and spectator.
     
  2. A Springfield FC uniform is required to play (see Uniforms for more information).
     
  3. Age brackets are determined by the birth year of the participant. Placement in an age bracket will carry over for an entire season, which includes fall, winter, and spring. The current age divisions for Springfield FC are 3v3, 4v4 I, 4v4 II, 7v7, 9v9, and 11v11. Age division is set in the fall season and covers the fall, winter, and spring seasons. Age division placement is calculated by the following formula: (Fall Season Year - Birth Year) = Division Number. The division number determines the age division, based on the chart below. Springfield FC reserves the right to modify this at any time as a result of the number of registered players per season.

  4. Players may play “up” one age bracket if requested by a parent and approved by a board member.
     
  5. Players may not play “down” under any circumstances.
     
  6. Any player not registered with Springfield FC will not be allowed to participate in any game.
     
  7. The above grid displays the current format, roster size (min, recommend, max), ball size, whether a goalie is used, and playing time. Springfield FC reserves the right to modify this at any time as a result of the number of registered players per season.
     
  8. All games are played at Homecoming Community Park at 7807 Angola Road Holland, OH 43528 in Springfield Township, OH.
     
  9. Practices are held at Homecoming Community Park at 7807 Angola Road Holland, OH 43528 in Springfield Township, OH, and Springfield FC Academy has the rights to the soccer fields from 5:00 PM – 7:00 PM Monday – Friday during the “normal” season times as established each season between SFC and Springfield Township. Each Springfield FC Academy team is guaranteed ½ a field one night per week.  In the event the number of teams exceeds the number of fields available, other accommodations may be made.
     
  10. It is requested that no pets be brought to the park.
     
  11. Springfield Township states that alcohol is prohibited at Homecoming Park.
     
  12. Springfield Township states that no smoking is permitted on the fields, entrance ways to the fields, or in the parking lot.
     
  13. No jewelry or hard hair accessories may be worn during any game.
     
  14. During gameplay, both teams (including all recognized coaching staff) must be on the same side of the field. All spectators must be on the opposite side of the field.
     
  15. The Springfield FC Academy league does not allow slide tackling. A direct tackle is an intentional foul and the referee will issue a yellow card. A red card will be issued if persistent slide tackling continues.
     
  16. Heading may be coached and used during gameplay beginning in the 11v11 age division. For divisions under 11v11, the restart for an offense is an indirect free kick for the opposing team from the spot where the ball was headed.
     
  17. Substitution rules:
    • Players must line up at the mid-field sideline to be recognized by the referee. Substitutions may be made, with the consent of the referee at the following times;
    • Prior to a throw-in, by either team
    • Prior to a goal kick, by either team
    • After an injury when the referee stops play, in order to substitute an injured player
    • After a yellow card, the carded player may be substituted
    • After a goal
       
  18. If a player is injured during the game, the play will be stopped at the discretion of the referee. If the coach is called onto the field, the injured player must leave the playing field. Another player may be substituted in their place
     
  19. If a team is going to be short players other Springfield FC Academy players from the same age division may play to ensure the team can play. The team that is short may accept guest players until they have one sub. This may only be done with the prior approval of a board member. Players may play up a division in the same case, but—again—only with the approval of a board member. Players may never play “down” an age division.
     
  20. Goalkeepers are not used in the 3v3, 4v4 I, or 4v4 II age divisions.
     
  21. Weather:
    • Games will only be canceled should there be an immediate danger to the general public or if there is a risk of significant damage to the fields. 
    • In the event of lightning, the referee, coach, and/or board member present will suspend the game immediately and all players and spectators will be sent off the field until such time that it is safe to play.
       
  22. Offsides will be enforced starting in the 7v7 age division.
     
  23. Any player issued a red card will not be eligible to play in the next game. Substitution may not be made for any player sent off the field. Any player sent off the field must remain on the sidelines with the team until the end of the game unless accompanied off the premises by a parent or legal guardian. Names of players receiving a red card shall be submitted by the referee to the Springfield FC Board of Directors.
     
  24. Any coach, assistant coach, team administrator, parent, or spectator who creates a negative disturbance on the sidelines with their behavior, interrupting and/or distracting the players or referees, will be asked to cease the behavior or leave the field. If said person does not comply, the game will be suspended and/or terminated by a Board Member.
     
  25. Any player, coach, assistant coach, or team manager who physically abuses anyone will be automatically suspended without appeal.
     
  26. Any player, coach, assistant coach, or team manager who verbally abuses a referee and/or players on any team will be suspended.
     
  27. Referees should never be addressed by parents or players, and should only be addressed by coaches at half-time, or after the game.
     
  28. Casts will be permitted at the discretion of the referee. If—in the judgment of the referee—the cast is unsafe, the player will not be permitted to play.

UNIFORMS

Uniforms are required to play. A uniform consists of a black/white reversible Springfield FC jersey, black shorts, and black socks. Soccer cleats are recommended but not required. Cleats for any other sport including, but not limited to, football or baseball are not permitted. Shin guards are required to play, and must be covered by socks

Players are permitted to wear knit hats. Players are permitted to wear sweat pants under their shorts. Players are not permitted to wear jeans or cut-offs. Sweatshirts are to be worn under the jersey. No jackets or coats or anything with buttons or zippers are permitted. Hoodies are permitted provided the hood is tucked into the jersey. Gloves are permitted at any time for any player. The goalkeeper must follow these rules with the exception of the jersey requirement as they may wear any other “shirt” as long as it does not present a danger to any player and is different in color than the regular jersey.
